PNG I believe does not have dual citizenship agreements with the Philippines. You can only be a dual citizen of PNG and the following prescribed countries:
1. Australia
2. Fiji
3. Germany
4. New Zealand
5. Samoa
6. United Kingdom
7. United States of America
8. Vanuatu
After 18 years of age if you are a citizen of a country by birth, you have to decide which passport you retain. If you have a PNG passport by birth, then automatically it is rescinded once you obtain a foreign passport. Being born in PNG but now holding a foreign passport of a country we do not have this dual citizenship arrangement with does not allow you to receive the same benefits as a Papua New Guinean . If you want to receive the same benefits then you would have to renounce your foreign passport and only keep your PNG passport .
For example I was born in Canada 🇨🇦 but my ethnicity is Papua New Guinean . When my parents returned to Papua New Guinea I travelled back as a toddler with a Canadian passport whilst my parents travelled with their Papua New Guinean passport 🇵🇬 . My parents later obtained a Papua New Guinean passport for me whilst I was under 18. Now that I'm over 18, I can choose to apply to reinstate my Canadian passport and become a Canadian citizen using my original Canadian birth certificate and also fulfilling other immigration requirements from the Canadian perspective, however PNG currently does not have dual citizenship agreements with Canada. I'm waiting for us to have that agreement with Canada as I don't want to completely renounce my PNG passport .
There is also something known as Third Culture Kids (TCK) , these are kids brought up in countries with cultures different to their biological parents. They socially identify with the culture and traditions of this new country they are brought up in . Roselyn having been born and bred in PNG, may socially identify as Papua New Guinean but ethnically and genetically be Filipino whilst holding a citizenship of another country.
My ethnicity, blood and heart ❤️ is Papua New Guinean 🇵🇬, by birth I'm Canadian 🇨🇦 , by citizenship I'm Papua New Guinean but socially having been raised in the United States 🇺🇸 I also identify with their culture and ideologies as a TCK as that's where my formative childhood years was spent.
PNG is a very multicultural and diverse we have always generally been welcoming of people of all cultures, colors and citizenships.
The two facts that need to be established to put this matter to rest are :
1. Whether she has a Filipino or a PNG passport ?
2. Her age

Totally agreed. There is no investigative or professionalism in Post Courier reporting or journalism. In addition, there are lots of grammatical errors too. It seems, editor and his team are in sleep mode.
