MEDIA STATEMENT BY HON. JAMES NOMANE.  Appeal to MPs to Put the Country First (Monday 7 April 2025) Is Papua New Guinea better off since Honourable James Marape became Prime Minister in 2019? This is the key question that all MPs must ask themselves before the upcoming Vote of No Confidence (VONC) in April. All MPs must put the country first and not limit their focus to districts and provinces.  From 2019 to 2025 the cumulative budget total of the Marape government has been K156.8 billion, comprised of K39.9 billion (25%) debt financing and K116.9 billion (75%) tax revenue. This K39.9 billion debt is the highest incurred by any government since Independence and by the end of 2025 our national debt will reach K65.0 billion. This high level of debt will reduce investment in health and education and put more pressure on loan repayments.   We cannot see the cumulative effect of spending K156.8 billion in 6 years? The National Development Bank (NDB) is a development finance institution, wholly owned by the state of PNG. It operates 20 branches around the country and lends to individual Papua New Guineans and indigenous businesses operating in the agriculture and Micro, Small & Medium Enterprise (MSME) sectors. NDB invites applications from suitably qualified and experienced individuals to fill the following positions:

Team Leader – Rental Properties

Reporting to the Head of Property, Safety and Security, the successful applicant will work closely with other stakeholders to market and lease the bank’s rented properties across a number of locations in PNG. The successful applicant will also supervise rental and electricity invoicing and collections.

Experience in property, particularly in rental invoicing, rental collections, lease information gathering, lease documentation and lease administration would be well regarded. However, applicants with strong marketing and networking skills who are willing to work in a property environment are encouraged to apply. The successful applicant should be someone with strong oral and written communication skills who can communicate effectively with stakeholders at all levels.

Property Officer - Rentals

Reporting to the Team Leader Rental Properties, the successful candidate will be responsible for the monthly invoicing and collections of rentals and electricity charges. Applicants with experience in rental invoicing, collections and rental arrears handling would be well regarded. Those with accounting skills and experience willing to work in a property environment are encouraged to apply.

The successful applicant should be someone with strong written and oral communication skills who can effectively communicate with rental debtors at all levels and collect rentals on time.

 EDUCATIONAL QUALIFICATIONS:

Applicants for the TLRP position should have a degree in Land Management or Land Administration from a recognized tertiary institution. Applicants with qualifications in Marketing may also apply.

Applications for the Property Officer Rentals position should have a diploma in accounting. Those with Land Management or Land Administration qualifications who have transitioned into property rental debtors should also apply.

 EXPERIENCES & SKILLS:

• Must have at least 5 years’ experience in a similar role.

• Knowledgeable in Property Management, Asset/Facilities Management, land Acts/Legislations and Valuations.

• Excellent verbal and presentation skills.

• Must have high level of personal discipline.

• Team player with good work attitude, and able to meet deadlines.
