MEDIA STATEMENT BY HON. JAMES NOMANE.  Appeal to MPs to Put the Country First (Monday 7 April 2025) Is Papua New Guinea better off since Honourable James Marape became Prime Minister in 2019? This is the key question that all MPs must ask themselves before the upcoming Vote of No Confidence (VONC) in April. All MPs must put the country first and not limit their focus to districts and provinces.  From 2019 to 2025 the cumulative budget total of the Marape government has been K156.8 billion, comprised of K39.9 billion (25%) debt financing and K116.9 billion (75%) tax revenue. This K39.9 billion debt is the highest incurred by any government since Independence and by the end of 2025 our national debt will reach K65.0 billion. USAID Launches Energy Investor Guide in Collaboration with IPA

The U.S. government, through the U.S. Agency for International Development (USAID), launched an Energy Sector Investor Guide for Papua New Guinea (PNG) in collaboration with Investment Promotion Authority (IPA) on October 3, 2022 in Port Moresby, Papua New Guinea. 

This Energy Sector Investor Guide is a result of collaboration between the USAID-Papua New Guinea Electrification Partnership (PEP) Activity and IPA and aims to help catalyze private investments in PNG’s energy sector.

The Guide provides an overview of the country’s economy, political environment, regulatory framework, investment climate and energy sector dynamics.

The Guide also provides step-by-step guidance for interested investors for the development and implementation of energy projects. It includes a checklist of requirements from relevant government agencies and information of energy projects.

“This is the first energy specific sector guide for PNG, and USAID-PEP is pleased to be in partnership with IPA in this collaboration,” said USAID-PEP Senior PPP and Project Finance Advisor, Julinette Bayking. “It serves as an information tool for investors to follow for development and implementation of energy projects.”

Also present to witness the launching was USAID Energy Policy Specialist from the Philippines Mission, Leonila Gutierrez and IPA’s Managing Director, Mr. Clarence Hoot.

“USAID looks forward to working in collaboration with IPA in strengthening partnerships as a strategy to assist the Government of PNG to improve electrification in Papua New Guinea, and that is demonstrated in the collaboration for the Energy Sector Investor Guide,” said Ms. Gutierrez.

Managing Director of IPA, Mr. Clarence Hoot, expressed similar sentiments and looks forward to further collaboration with USAID-PEP as per the MOU agreement. 

“The Energy Investor Guide includes a checklist of requirements from relevant government agencies and information on various permits, licensees and investment opportunities,” said Mr. Hoot. “It serves as an information tool for potential domestic and international investors.”

The USAID-PEP Activity is a five-year project in partnership with Government of PNG that will contribute to the goal of connecting 70 percent of PNG’s population to electricity by 2030.
